Job Summary
Develop, implement, and monitor strategies designed to enhance a culture of compliance that is open and transparent. Develop, implement and lead the compliance strategies, plans, policies and procedures, ensuring utilities are compliant with all applicable rules, regulations, laws and other operational requirements throughout the organization. Establishes effective relationships between the external pipeline safety regulatory groups. i.e. Illinois Commerce Commission Pipeline Safety group (ICC) and Public Service Commission of Wisconsin pipeline safety (PSCW) and internal groups (Operations, Regulatory, and other support organizations). Facilitate compliance efforts while maintaining independence of compliance support functions.
Job Responsibilities
- Liaison between the utilities and regulatory groups such as the ICC or PSCW on all pipeline compliance issues
- Assure incidents and emergencies are communicated as required by procedures, federal regulations, and state regulations to the ICC, PSCW, MPSC, MPUC, and PHMSA. Work as a liaison between the company and these regulatory bodies during emergencies as incidents
- Coordinate and facilitate pipeline safety audits performed by the state regulatory commissions
- Oversee the Compliance Monitoring group or Regulated Work Function (Surveys) group
- Respond to state regulatory commissions’ verbal requests, notice of probable violations, or other written communication regarding pipeline compliance issues
- Assure required routine reports (PHMSA annual reports, state annual and quarterly reports, etc.) are submitted on time
- Assure closure of commitments made to the state regulatory commissions related to pipeline compliance within the commitment dates
- Develop, implement, and continuously improve:
- Key performance indicator (KPIs) that provide insights into the utilities compliance status
- Processes to communicate and report KPIs to all levels of leadership
- Processes to assure utilities are prepared for audits by the state regulatory commissions
- Processes to manage audits by the state regulatory commission while they are in process
Minimum Qualifications
- Bachelor's Degree
- Must possess a valid driver's license and meet company standards for driving
- 5+ years' Gas Operations experience
- 5+ years' leadership experience - includes formal, informal, project or program management
Preferred Qualifications
- Bachelor's Degree in Engineering, Process Improvement, Process Safety, Law, Accounting, etc.
- Experience in managing compliance or experience implementing processes to implement compliance organization.

Pay Range Minimum: $117,004.94
Pay Range Maximum: $190,133.06
The pay range reflects the minimum and maximum for the position at the time of posting and may be modified in the future. The starting salary/pay within the pay range will be based on several factors, as applicable, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, shift, travel requirements, collective bargaining agreements, and business and organizational needs. At WEC Energy Group, it is not typical for an individual to be hired at or near the top of the range for their role.
